I can confirm this defect. JTAlert 2.15.11 will show an error and close when it tries to play a Wanted State individual State Name sound. Until the next release, the fix is to turn off the Individual

Try a PC restart to ensure any zombie JTAlert processes are killed and file-locks removed, then run the setup again. If the setup still fails after a PC restart your need to look at your PC protection
