What should the settings be?
Other possible cause of this error, WSJT-X is set to run as Administrator, either the wsjtx.exe file or the shortcut used to start WSJT-X is set to run elevated. There should be no need to run WSJT-X (or JTAlert elevated).
The port 2237 may be being used by some other application running on your PC. Try changing the port to 2238 and restart both WSJT-X and JTAlert.
