What antivirus are you using?    It has happened previously that some antivirus programs will quarantine program DLLs and not notify the user.    I would make sure you have the HAMLIB directory excluded from scans or, if your antivirus has the capability, to notify you before it tries to 'help' you.

Once you do that, run the JT-Alert setup again.   I suspect your problem will have been fixed.
