Do a PC Restart and try again to be sure that Win10 is not in an unstable state with updates pending.

Also check that you managed to get a full download, the HamApps_JTAlert_2.10.16_Setup.exe file should be 5154260 bytes exactly.

If the problem persists, you may have to temporarily disable your virus/malware protection.
